The 13th Malaysia Plan (RMK-13), spanning 2026 to 2030, is a bold blueprint designed to steer Malaysia through a rapidly shifting global environment while tackling critical domestic issues. Anchored in the economic Madani framework, RMK-13 aspires to position Malaysia as a leading Asian economy while elevating the standard of living for its citizens.
In an interview with Free Malaysia Today, Benedict Weerasena, Research Director at Bait Al Amanah, shared his insights on the government’s priorities for the RMK-13; with regards to areas that directly impact the well-being of the people and the nation’s growth trajectory. Weerasena also highlighted the importance of transformative reforms to propel Malaysia toward becoming a competitive, technologically advanced, high-growth, and high-income nation.
Drawing insights from Professor Keun Lee’s seminal work, Innovation–Development Detours for Latecomers: Managing Global-Local Interfaces in the De-Globalization Era, Weerasena explained that prioritising the creation of domestically embedded large-scale businesses capable of commanding export dominance on regional and global stages is essentia. Breaking through barriers to medium and high-end manufacturing requires more than ambition—it demands the strategic consolidation of existing resources, investment in cutting-edge R&D, and a concerted effort to harness and scale competencies.
