Conclusion of the "Regional Maritime Governance in the South China Sea" Workshop

Bait Al Amanah in partnership with the Australian High Commission in Malaysia recently hosted a closed-door workshop titled “Regional Maritime Governance in the South China Sea” on 25th March 2025 in Kuala Lumpur.


A highlight of the conference was the keynote address delivered by First Admiral Mohd Yusri bin Yusoff from the Royal Malaysian Navy (RMN). The First Admiral delivered an overview of the current features of governance in the South China Sea and emphasised the importance of constant evolution to counter new forms of maritime threats, and to balance national priority and strengthening capacity with regional cooperation. We are also honoured with the presence of the Chief Executive of the Malaysian Institute of Defence and Security (MiDAS), Lt. Gen. Dato' Seri Haji Muhammad Huzaimi bin Sabri, as an esteemed delegate


We express our heartfelt appreciation to the notable speakers and experts, Prof. Dr. Wan Izatul Asma, Assoc Prof. Dr. Nguyen Thi Xuan Son, Dr. Mary Kristerie Baleva, and Mr. Gilang Kembara for sharing their valuable insights and expertise in the panel discussions. At the same time, we would like to make a special mention to Dr. Sarah Lothian from the University of Wollongong for her pivotal efforts in not only delivering an engaging introductory session and panel dialogue, but also successfully planning and facilitating the breakout session. The presence of distinguished representatives from various Malaysian government ministries and agencies, foreign missions, think tanks, private entities, and academia have definitely enriched the workshop session.


Discussions at the “Regional Maritime Governance in the South China Sea” workshop focuses beyond conventional maritime security and shines light on the security implications of climate change, threats to biodiversity and environmental disasters in the South China Sea. During the breakout session chaired by Dr. Sarah, speakers and delegates alike participated in an oil spill simulation set in the South China Sea to formulate regional response mechanisms with the aim to prevent further ecological damage to surrounding states. Participants explored how the region can address obstacles related to regional cooperation and formulate a credible response strategy that transcends geopolitical divides.


We hope that the workshop has established a foundation for enhanced regional dialogue and practical collaboration on maritime governance challenges in the South China Sea. It is our hope that through continued engagement between our nations, we may foster resilient governance structures that ensure both ecological sustainability and regional stability in the South China Sea
